Wilkes-Barre, PA – A warrant for possession of a controlled substance was held on North Washington Street at 2:42 p.m. Thursday. The defendant, Jose Torres, 40, of Wilkes-Barre, was arrested by officers on patrol in the area of ​​East Union Street and North Washington Street.

Officers were aware of the active arrest warrant for Torres through the City of Wilkes-Barre Police Department. Upon observing Torres, they made contact and subsequently took him into custody.

During the arrest process, officers conducted a search and found suspected narcotics and drug paraphernalia on Torres. Following the search, Torres was taken to city headquarters for processing and arraignment.

    Julian Garcia Portorreal, 23, of Wilkes-Barre, Pennsylvania, has been identified as the defendant in the incident. The victim, a 46-year-old man also from Wilkes-Barre, reported the situation to authorities.

    Upon arrival, officers discovered Portorreal was at the victim’s residence. This presence constituted a violation of a protective order previously issued by the victim.

    Police confirmed the validity of the PFA and took Portorreal into custody without incident. He was then transported to city headquarters for processing and arraignment.
